North Carolina calls its service NC SAVAN, the North Carolina Statewide Automated Victim Assistance and Notification system, delivered through VINELink. Official state materials describe county-jail and community-supervision participation, while the prison service receives information from the state OPUS corrections system. The service is free, registration is described as anonymous, and the person in the record is not told who registered.
VINELink is a named-person custody-event system. It can help check a Chowan County detention event, a North Carolina prison status, or a later supervision event when the relevant feed supplies it. It is not the Chowan Sheriff's official booking-and-release record, and Chowan County publishes no recent-release feed of its own. That makes the alert useful as a prompt, but not a substitute for the jail or correctional record.
Ordinary BOP federal custody is outside VINELink coverage. A Chowan arrest can also lead to transfer, so a release from the county facility does not rule out immediate state, federal, or immigration custody. Identify the last known custodian before deciding which result controls.

No result is inconclusive. A miss can result from spelling, aliases, feed lag, transfer, nonparticipation, or display rules. Retry with a known identifier and ask the last custodian for its existing record. Note: A common name must be matched with another identifier before a Chowan County custody event is treated as the correct person's record.

NC SAVAN materials identify other possible prison notices, including projected release after audit, escape and capture, minimum-custody changes, death, and Home Leave approval. Not all are community releases. Read the event name literally and avoid compressing every change into "released."
Register Chowan Release Notifications
Registration must begin on the correct individual record. The official North Carolina request form provides phone, text, and email choices and includes a four-digit PIN. Available controls can differ on the live interface, so follow the options actually shown.

Confirm Chowan VINE Results
Automated feeds can lag, and a source agency creates the underlying event. NCDAC's separate Inmate Release Search uses surname or a release county, month, and year; its Chowan filter is not a list of Chowan jail departures.
Limit: A VINE release event proves only what the automated source reports. It does not rule out a transfer, detainer, or immediate handoff.
If the case is federal, use the BOP locator. A past BOP date with RELEASED means the person is no longer in BOP custody, but it does not resolve all later custody or supervision. ICE uses its own detainee locator. Select the receiving system from the transfer information rather than searching every database at random.
Chowan VINE Telephone PIN Calls
North Carolina prison policy gives the four-digit PIN a specific role for telephone notices. The recipient enters it to acknowledge the call. If the PIN is not entered, the policy provides repeat calls at intervals for 24 hours. That repeat rule should not be extended to email or text unless the live service states it.
The acknowledgement design helps keep a major prison event from depending on one unanswered call. It is especially useful for Chowan County because the sheriff does not publish a 24-hour or 72-hour recent-release feed. Still, the repeat-call period is a notification rule, not a promise about when the jail or prison database will update.
NC SAVAN also distinguishes release with supervision from release without supervision. The first status means physical prison custody ended but legal community control continues. It is not final discharge. Check NCDAC OPI for active community-supervision status and use the correctional record for dates.
Choose Chowan Custody Sources
The correct confirmation path follows the custodian. A person held only at Chowan County Detention Facility is verified by the sheriff release entry and the Chowan court record. A federal defendant may pass from local custody to the U.S. Marshals Service and later the BOP. VINELink is not the ordinary federal locator. An immigration handoff can also close the Chowan record while ICE custody begins. In each case, request the destination from the jail and continue with the named receiving agency.
County release, prison release, and final discharge must remain separate. The Chowan County sheriff can document the local jail exit. NCDAC can document state prison admission, projected release, actual release, and public supervision status. The court file can explain a bond order, dismissal, judgment, or probation term. VINELink can announce an event from those feeds, but it cannot turn an automated notice into every underlying record.
When a VINE event seems stale, confirm it with the source jail or NCDAC before relying on it. VINELink did not create the court order or booking entry. If the identifiers are wrong, report the exact person, field, event date, and supporting source to the originating agency. Keep the alert and the response so the chronology can be compared.
For state prison history, OPI covers prisoners, probationers, and parolees and includes historical information. Choose All or Inactive for a past release, then inspect admission and release dates. A projected date shown while active is only a forecast. Recheck after the date for the actual event and any active supervision status.
The North Carolina public-records route is the fallback when the public display does not answer the question. NCDAC provides public basic conviction information, time served, sentence length, and admission and release dates for its population. It does not hold ordinary Chowan County jail records, so send the request to the agency that created the custody entry.
Do not use the North Carolina public offender registry as a substitute for VINE or a custody record. The registry covers only people with a legal registration duty, and it does not establish a Chowan County release date. A person may have a registry record without the event being searched, while many released people have no registry duty at all.
Identity checking comes before event checking. If the VINELink name, age, identifier, or location conflicts with known facts, do not register on the first plausible result.
